Ontario Immigrant Nominee Program (OINP)

The Ontario Immigrant Nominee Program (OINP) is Ontario’s economic immigration program, operated in partnership with the Government of Canada. It allows the province to nominate individuals who have the skills and experience to fill local labour market gaps. While Ontario nominates successful candidates, the federal government makes the final decision on their permanent residence application.

Here is a summary of the key things you need to know about the OINP.

  How the Program Works

  • Two Intake Systems: You can only apply to the OINP if you receive an invitation through one of two systems. First, the Expression of Interest (EOI) system, where you register a profile and wait for an invitation to apply. Second, the Express Entry system, where the province identifies candidates with an existing federal profile and issues them a Notification of Interest.
  • Strict Deadlines: If invited to apply, you have a limited time to submit your full application. For Express Entry streams, the deadline is 45 days. For graduate streams, you only have 14 days. For employer job offer streams, your employer has 14 days to submit their part, and you then have 17 days to complete your application.

  OINP Streams

The OINP offers nine different streams. Your choice depends on your profile (e.g., a skilled worker, a recent graduate) and whether you have a job offer.

Express Entry Streams (No Job Offer Required)

If you have an active Express Entry profile, you may be eligible for these streams:

  • Human Capital Priorities Stream: For skilled workers with a CRS score of 400 or higher.
  • French-Speaking Skilled Worker Stream: For bilingual professionals (CLB 7 in French, CLB 6 in English).
  • Skilled Trades Stream: For workers with experience in an eligible skilled trade.

Employer Job Offer Streams

These streams require a full-time, permanent job offer from an eligible Ontario employer.

  • Foreign Worker Stream: For skilled workers in TEER (Training, Education, Experience and Responsibilities) categories 0, 1, 2, or 3.
  • International Student Stream: For recent graduates from a Canadian college or university.
  • In-Demand Skills Stream: For workers in specific intermediate-skilled occupations (TEER 4 or 5), such as truck driver, personal support worker, or construction worker.

Graduate Streams (No Job Offer Required)

If you have graduated from an Ontario university, you may apply directly:

  • Masters Graduate Stream: For those with a master’s degree from an eligible Ontario university.
  • PhD Graduate Stream: For those with a PhD from an eligible Ontario university.

Business Stream

  • Entrepreneur Stream: For individuals who want to start or buy a business in Ontario.
